Who We Are
E-Rate Solutions was founded in 2000 in Lawrence, Kansas. We started with one goal: make the E-Rate process easier for schools and libraries.
The E-Rate program launched in 1996. It was supposed to be simple. Schools would apply for internet discounts and get funded. But the process got more complicated every year. More forms. More rules. More reviews.
We saw schools struggling with the paperwork. Tech directors were spending weeks on applications instead of working with students. Small libraries didn't have the staff to keep up.
So we built a company that does it all for them.
Today, we serve more than 170 schools and libraries across Kansas, Missouri, Texas, California, South Carolina, Maryland, Nebraska, Iowa, Illinois, and Colorado. Our clients range from some of the largest school districts in the country to small, rural libraries with a staff of two.

Eddie Holt, Founder and CEO
Eddie has worked in E-Rate consulting since the program's earliest years. He leads client relationships and brings more than two decades of hands-on filing experience.

Toby Sykes, Central Regional Manager
Toby oversees regional application strategy and client support across Kansas, Missouri, Texas, Nebraska, Iowa, Illinois, and Colorado. With extensive experience navigating Universal Service Administrative Company processes and Federal Communications Commission regulations, he keeps clients on track, compliant, and positioned for successful funding outcomes.

Ben Mauk, Senior E-Rate & Digital Operations Specialist
Ben leads application preparation, documentation, and compliance workflows. Known for his attention to detail, he ensures every step aligns with Universal Service Administrative Company processes and Federal Communications Commission regulations—keeping clients organized, funded, and audit-ready.

Andy Schwartz, Southeast Regional Manager
Andy manages application planning and compliance for schools across South Carolina. From initial strategy through final review, he guides clients through Universal Service Administrative Company procedures and Federal Communications Commission requirements, ensuring they remain prepared, compliant, and successful throughout the funding process.
